The first development module for the HORIZN BER CITY district will be devised in a collaborative approach based on a two-tier concept tender process as per the German Concessions Act. Flughafen Berlin Brandenburg GmbH invites European property, investment, and project development companies and their partners to jointly develop daring and forward-looking solutions for the urban spaces of tomorrow. The method of a concept tender process as per KonzVgV is a real novelty. Flughafen Berlin Brandenburg GmbH has chosen this form of tender procedure in order to provide as much scope as possible for innovation and audacious solutions, and to ensure the perspectives of different user groups are considered. Corporations and institutions that realize urban quarters are encouraged to onboard institutional investors, potential management companies and future users, and the airport operating company is in this way explicitly addressing bidder consortiums. The concept tender process thus lays strong foundations for the district’s dynamic development by enabling sustainable solutions to be jointly designed for it. This is also important because leasehold law and the district’s related predefined uses make the contractual parties long-term partners.
